Faciliter les déplacements pour cet été dans l’Union européenne

Accélérer la levée des restrictions de déplacement entre les Etats membres. C’est le souhait de la Commission européenne à l’approche des vacances d’été. L’institution souhaite harmoniser cette étape pour permettre aux citoyens de circuler plus facilement sur le continent. 

“Nous proposons : ni test dans le cadre des voyages ni quarantaine, pour les personnes pleinement vaccinées”, explique le Commissaire européen en charge de la Justice Didier Reynders. Dans ce contexte le Belge propose aussi de fixer la définition d’une personne pleinement vaccinée “cela veut dire 14 jours après avoir reçu la dernière dose”.

La Commission propose aussi une clarification et une simplification des exigences en fonction de la situation sanitaire régionale. Elle estime qu’il ne devrait y avoir aucune restriction pour les zones vertes, un test serait nécessaire pour les zones oranges et une quarantaine serait demandée pour les zones rouges.

Ces mesures doivent compléter le certificat covid numérique dont l’entrée en vigueur est prévue pour le 1er juillet. Toutefois il ne s’agit que de recommandations. La décision reviendra aux gouvernements. 

Nous n’avons pas l’assurance que les Etats membres suivront ces engagements car le certificat covid permet aux Etats membres de prendre de la distance. On peut se retrouver dans une situation où une personne a reçu une première dose de vaccin mais pas la seconde et certains pays se réservent le droit de reconnaître ou non le certificat covid et décident d’imposer d’autres exigences.

Ces propositions doivent maintenant être étudiées par le Conseil, l’institution qui représente les pays membres. L’adoption de ces recommandations pourrait avoir lieu mi-juin.

After the assassination of George Floyd, we have seen a new wave of protests and indignation not only in the US, but also in Europe. While systemic racism may be harder to spot in Europe than in the United States, the roots of racism are the same on both continents. Systemic discrimination is not only present but also perpetrated by the same institutions that should fight to prevent it.
