L’estate sta arrivando, ma i problemi di movimento non finiscono con la vaccinazione

Con l’avvicinarsi dell’estate e l’aumento delle vaccinazioni, la Commissione europea afferma di volere che gli Stati membri eliminino ulteriormente le restrizioni ai viaggi all’interno del continente. 

I paesi europei debbono armonizzare quanto più possibile le loro misure al fine di facilitare la libera circolazione in tutta Europa.

Dice Didier Reynders – Commissario europeo per la giustizia: “Non proponiamo test o quarantena relativi ai viaggi per le persone completamente vaccinate o guarite. Questo è già praticato in molti Stati membri. E’ una cosa indipendente. Noi proponiamo una accettazione comune verso chi è completamente vaccinato. Ciò significa verso quelle cpersone che hanno ricevuto la seconda dose da almeno 14 giorni”.

Bruxelles vuole che le persone che non rientrano in queste due categorie siano soggette al colore della zona da cui provengono. 

Ciò significa nessuna restrizione da un’area verde, un test per chi viene da zona arancione e la possibilità di quarantena per chi proviene da una zona rossa.

Le proposte dovrebbero essere finalizzate entro il 1 luglio.

Ma dato che questo documento consente agli Stati membri di scegliere i propri requisiti di ingresso, è improbabile che le proposte della Commissione funzionino in modo efficace.

Il politologo Alberto Alemanno nutre qualche dubbio:

Non abbiamo davvero la garanzia che gli Stati membri manterranno questo impegno perché lo stesso certificato COVID consentirà agli Stati membri espressamente di deroga.

Se qualcuno ha ricevuto una prima vaccinazione ma non la seconda dose magagari alcuni paesi potrebbero riservarsi il diritto di non riconoscere effettivamente il certificato COVID e di imporre requisiti aggiuntivi, quindi non credo che questa sarà davvero la soluzione anzi sarà causa di molti problemi per molti europei questa estate.

Le proposte andranno ora al Consiglio europeo per la discussione e la probabile adozione entro la metà di giugno.

After the assassination of George Floyd, we have seen a new wave of protests and indignation not only in the US, but also in Europe. While systemic racism may be harder to spot in Europe than in the United States, the roots of racism are the same on both continents. Systemic discrimination is not only present but also perpetrated by the same institutions that should fight to prevent it.

Together with the Open Society European Policy Institute – OSEPI – we gathered four amazing female activists from different backgrounds:
